Written by Daniel Graeber for Industrial Info Resources (Sugar Land, Texas)--Typhoon Gaemi is the latest weather event upending everything from manufacturing to oil and gas, with the storm leaving behind mass flooding as it moves inland from the Chinese coast.

The government of the Philippines had already issued a state of emergency for the Manilla metropolitan area due to the storm early this week. The BBC reported Thursday that coast guard officials in the Philippines are working to contain an oil spill after a tanker filled with industrial fuel sank off the nation's coast with some 400,000 gallons of product on board.

The island nation avoided a direct hit, though its financial markets were closed amid a state of emergency. Industrial Info found little impact to the nation's downstream energy sector. Industrial Info can confirm the Limay refinery in the Philippines, with a nameplate capacity of 180,000 barrels per day (BBL/d), suffered no impacts from the storm, though strong winds and heavy rains were a threat.

In Taiwan, meanwhile, maritime authorities were looking for nine mariners who went down with the cargo vessel Fu Shun, which capsized in rough seas. Elsewhere, at least 84,000 households were without electricity, with the Taiwan Power Company reporting a slump in net power generation.

Taiwan has very few natural resources of its own, relying heavily on oil and coal imports to meet its energy demand. Its refineries, meanwhile, are old and face competition from more up-to-date facilities on the Chinese mainland.

But like Limay, Industrial Info confirmed there were no impacts to the Taoyuan refinery in Taiwan, where the Chinese Petroleum Corporation processes some 200,000 BBL/d.

Industrial Info found Taiwan's steel mills were running at reduced capacity, however. All of the manufacturing plants in northeastern Taiwan's Yilan county, where the storm made landfall, closed operations on Thursday due to heavy rains and flooding.

The storm, meanwhile, continued to make its way northwest onto the Chinese mainland. China's official Xinhua news agency reported some coastal provinces issued evacuation orders, with area flights and ferry services suspended.

In the Chinese coastal city of Fuding, Chinese media reported rainfall totals as much as 7 inches. The broader Asia-Pacific is already soaked due to the monsoon season and Xinhua added that Gaemi is the third typhoon this year.

Further south, meanwhile, Tropical Cyclone Prapiroon was brewing off the eastern coast of Vietnam, with the center of the storm quickly descending on Hanoi.

IIR's Disaster Impact Tracker suggests the Khe Soong Hydro Power Station in Vietnam may be among the facilities potentially impacted due to Prapiroon. Several offshore oil and gas rigs may be impacted as well.

There are no other reports, however, of tropical storm activity in the Asia-Pacific. Tropical Storm Bud is spinning far off the western coast of Mexico, but it was expected to dissipate by the weekend.
