Researched by Industrial Info Resources (Sugar Land, Texas)--Later this week, the U.S. Federal Energy Regulatory Commission (FERC) will be reviewing permitting on four planned liquefied natural gas (LNG) production and export plants in Texas. Three are located at the Port of Brownsville, near the border with Mexico, and a fourth is planned for Corpus Christi.

Port of Brownsville
The projects at the Port of Brownsville face stiff opposition from environmentalists. The area is the habitat of endangered species, including the ocelot and jaguarundi. Last month, one of the companies whose project is under review, Annova LNG LLC (Houston, Texas), received a nod of approval from the U.S. Fish and Wildlife Service after the company pledged to set aside more than 1,400 acres of land and enact several other measures to help preserve the species.

Annova's LNG project is planned to be built in three phases. The first phase will include two 1 million-ton-per-year production trains to process a total of 315 million cubic feet per day of gas sourced from the Eagle Ford Shale. Depending on whether the permit is granted and how soon construction begins, the first phase could be completed in late 2024. Subsequent phases would each add two 1 million-ton-per-processing trains. Black & Veatch Incorporated (Overland Park, Kansas) and Kiewit Construction Company (Omaha, Nebraska) are providing engineering, procurement and construction (EPC) on the projects. Another Brownsville project, Texas LNG Limited's (Houston) proposed plant, would add 4 million tons per year of production capacity. The project, which would be built on a 625-acre site, received a positive environmental impact statement from FERC in May. Texas LNG has signed non-binding offtake agreements with companies in China, Southeast Asia and Europe. The project would be built in two phases, each adding 2 million tons per year of production capacity. Samsung Engineering America Incorporated (Houston) is performing front-end engineering and design work, and KBR Incorporated (NYSE:KBR) (Houston) is the design engineer. Among the largest LNG production projects under review for the Port of Brownsville is NextDecade Corporation's (NASDAQ:NEXT) (Houston) Rio Grande project, which could include up to four phases to produce a combined 36 million tons per year. Each phase would include two 4.5 million-ton-per-year production trains. Depending on if construction starts, the first phase could be completed in 2024. In May, NextDecade awarded Bechtel (Reston, Virginia) the EPC contract for Phase I. To feed the project, NextDecade plans to construct the Rio Bravo natural gas pipeline, which would run from the Agua Dulce hub to the facility. In September, NextDecade signed a memorandum of understanding with Canada-based pipeline operator Enbridge Incorporated (NSYE:ENB) (Calgary) to pursue development of the pipeline. Corpus Christi
The remaining LNG project that will be under review on Thursday belongs to the largest LNG-exporter in the U.S., Cheniere Energy Incorporated (NYSE:LNG) (Houston). While Cheniere has in the past with EPC contractor Bechtel added 4.5 million-ton-per-year trains to its sites in Louisiana and Corpus Christi, the proposed project is different and entails the construction of seven mid-scale LNG production trains to produce 9.5 million tons per year combined. If Cheniere decides to proceed with the project, construction could begin in 2022 and take about two years to complete. Cheniere is currently building a third 4.5 million-ton-per-year train at its Corpus Christi site, which is expected to be completed in 2021.
