Marathon Petroleum is in the process of returning to normal operations by Friday, May 1, at its 131,000-barrel-per-day (BBL/d) El Paso, Texas, refinery (North and South). The facility had been operating at a 15% rate reduction due to the COVID-19 pandemic.
National Petroleum Refiners (NATREF) of South Africa (Pty) Limited has extended the unplanned shutdown at its 108,500-BBL/d Natref Refinery in South Africa. The refinery was shut down on April 13 due to low demand as a result of the pandemic. The refinery is tentatively expected to resume normal operations by May 15.
ANCAP was forced to derate its 50,000-BBL/d La Teja Refinery in Uruguay to 50%.

This is to alleviate the lack of storage currently in the U.S. The Department of Energy has been negotiating with some U.S. producers for a lease deal that would allow the oil to be stored in the SPR. The deal includes storing approximately 23 million barrels of oil in the SPR with a return through March 2021.
