Written by Daniel Graeber for Industrial Info Resources (Sugar Land, Texas)--A new bilateral partnership will focus on developing and investing in long-term infrastructure, from rail to energy corridors, the Canadian and Mexican governments announced.
"Canada and Mexico are entering a new era of cooperation," Canadian Prime Minister Mark Carney said Thursday. "We are elevating our partnerships in trade, investment, energy, and security to create more opportunity for Canadian workers, expanded markets for Canadian businesses, and more certainty for Canadian investors, while making North America the most competitive and dynamic economic region in the world."
Both sides have faced renewed trade tensions with the return of Donald Trump to the White House. With Trump advocating for Canada becoming the 51st U.S. state at times, bilateral ties have declined considerably, prompting Canada to look for expanded trade opportunities.
Terms of the bilateral arrangement, meanwhile, are based on the Canada-Mexico Action Plan 2025-2028, an initiative based on prosperity, mobility, inclusivity and well-being, security, and environment and sustainability.
Under that plan, both sides said they were committed to working together to expand maritime trade corridors that would facilitate the transfer of goods between the two North American countries. To that end, Canada is working to build up trade networks along the coast of British Columbia, a terminal point for the expanded Trans Mountain crude oil pipeline, among Canada's few oil networks not directly tied to the U.S. mainland.
Elsewhere, Carney last week included the second phase of the LNG Canada facility in British Columbia in a list of national-priority projects. Already delivering cargo to energy-hungry customers in Asia, LNG Canada has expansion plans in place that would transform the complex into one of the larger LNG facilities in the world.
The plant can already produce as much as 14 million metric tons annually (MTPA) of LNG through two production trains, and the expansion plans call for this to be doubled to 28 MTPA through the addition of two more liquefaction units.

Carney is planning a trade mission to Mexico, led by Dominic LeBlanc, the minister responsible for intergovernmental affairs. Some US$7 million in funding, meanwhile, would support a U.N.-led project designed to support migration initiatives and curb trafficking of illicit drugs such as fentanyl. Trump accused both sides of sending drugs to the United States.
Mexican President Claudio Sheinbaum, for her part, is working to stimulate production through joint ventures with Petroleos Mexicanos (Mexico City, Mexico), better known as Pemex. Without further support, Mexico risks steady production declines in the coming years.
