Researched by Industrial Info Resources (Sugar Land, Texas)--China Huadian Corporation's (Beijing) Yuheng Coal & Power Complex, which is in Shaanxi, and Xiaojihan coal mine project, which is in the Yuheng Mining Zone, recently received preliminary approval from the National Energy Administration (NEA). This means that the projects are ready to begin pre-stage preparations, or site preparation, shortly.

The proposed Yuheng Coal & Power Complex is a key energy project in a three-year development plan that is part of the broader Social and Economic Development Plan for the Shaanxi province, which is included in China's 11th Five-Year Plan for 2005-10. It is also a demonstrative project for the coal to power conversion in the North Shaanxi Energy and Chemical Industry Base.

As a part of the coal and power complex, the proposed Yuheng power plant is a large-scale pithead power plant in the Yuheng Coal and Chemical Industry Park of Yulin City. The power plant has a total planned capacity of 7,200 megawatts (MW), including two 600-MW units and six 1,000-MW units that are to be built in three phases, of which two 600-MW supercritical air-cooling coal-fired generating units will be built in Phase I. The proposed Xiaojihan Coal Mine is an associated support coal mine for the proposed Yuheng Coal & Power Complex, with a planned annual production capacity of 10 million metric tons. The coal mine is 12 kilometers northwest of Yulin downtown, spanning the towns of Xiaojihan, Cahe and Maha in the Yuyang district of Yulin City. The coal mine mainly comprises the inclined main shaft, inclined auxiliary shaft, and inlet and outlet ventilation shafts.

In March 2007, Huadian Coal Industry Group Company Limited (Beijing), a professional subsidiary of China Huadian Corporation, and Yulin Mining Group Company Limited (Yulin, Shaanxi) jointly established the Shaanxi Huadian Yuheng Coal and Power Company Limited (Yulin, Shaanxi) for the construction and operation of the Coal and Power Complex. Of which, their investment proportion for the power plant is 95:5, and 50:50 for the coal mine.

According to plans, both Phase I units of the power plant are expected to begin operations in 2012, and the Xiaojihan coal mine is expected to begin operations in February 2013.
