Released Friday, September 17, 2010

Researched by Industrial Info Resources (Sugar Land, Texas)--The signing ceremony of the Coal Power Cooperation Agreement between the municipal government of Shuozhou and China Power International Development Limited (Hong Kong) (HK:2380) was held in Taiyuan, the capital city of the Shanxi province, on September 10, 2010. Feng Gaiduo, the mayor of Shuozhou City, and Wang Zichao, the vice president of China Power, signed the agreement on behalf of both parties.

According to the agreement, China Power has created a strategic development plan to build a 3,200-megawatt (MW) coal power base in Shuozhou in two phases in the near term, and the base can be expanded to 5,000 MW in the future. The Project Application for the 1,200-MW Phase I project has been submitted to the National Development and Reform Commission (NDRC), the top planner in China, for approval. The preliminary feasibility study report for the 2,000-MW Phase II project has passed the examination organized by Shanxi Development and Reform Commission, and is ready for preliminary approval from the National Energy Administration so that pre-stage preparation can be performed. China Power will make the construction of the coal power base in Shuozhou a top priority.

It's also stipulated in the agreement that in order to take full advantage of the rich coal resources in Shuozhou, the municipal government of Shuozhou City will allocate some quality coal resources, with total reserves of 1 billion metric tons or more, to China Power. Shuozhou City also will support China Power in developing coal resources to meet the coal demand in the proposed coal power base in Shuozhou.

As the listed flagship of China Power Investment Corporation (Beijing), one of the top five power producers in China, China Power owns the 1,300-MW Shentou No.1 Power Plant in Shuozhou. Shanxi Shentou Power Generation Company Limited (Shuozhou, Shanxi), the owner of Shentou No.1 Power Plant, will be responsible for the construction of the proposed coal power base in Shuozhou.
