Researched by Industrial Info Resources (Sugar Land, Texas)--The Environmental Impact Assessment (EIA) for China Resources Power Holdings Limited's (Hong Kong) Xiaoting cogeneration project in Yichang city, in central China's Hubei province, was submitted to and accepted by the Ministry of Environmental Protection (MEP) recently, according to an announcement of the MEP on February 25, 2011.
The proposed Xiaoting cogeneration project will be located at Fangjiagang Village in the south portion of Xiaoting Industry Park of Yichang Economic Development Zone, and is close to the north bank of the Changjiang River. In the first phase of the project, two 350-megawatt (MW) coal-fired combined heat and power units will be constructed. The required coal for the project will be transported mainly by the construction of a 1.2-kilometer special railway. The Yunchi Cargo Port will be used as backup.
Under the mandate of Hubei Energy Group Company Limited (Wuhan, Hubei), the preliminary feasibility study report for the project passed the examination of China International Engineering Consulting Corporation (Beijing) in August 2009. Later in 2009, China Resources Power was introduced as the new developer for the project. In mid-2010, the project received preliminary approval from the National Energy Administration with consent to carry out pre-stage preparation. After that, Central Southern Electric Power Design Institute was mandated to prepare the EIA Report for the project. Invitations for public participation in the EIA were issued November 30, 2010.
According to the EIA report, the project will be adopted with one cooling tower for each boiler, which will share a 210-meter-high chimney. The project will be furnished with highly efficient electrostatic dust removal, selective catalytic reduction (SCR) technology for denitration and wet-method flue-gas desulfurization technology. Upon completion, the project will replace 25 small boilers scattered in its heat-supply area, as well as 179 MW of small coal-fired units in Hubei (119 MW) and Guizhou.
