Researched by Industrial Info Resources (Sugar Land, Texas)--In order to carry out the Renewable Energy Law, develop and utilize renewable energy properly, promote energy conservation and emission reduction, and respond to global climate change, the Middle and Long-Term Development Planning on Renewable Energies (the Planning), worked out by the National Development and Reform Commission (NDRC), was officially published by the NDRC for implementation in China upon the approval of the State Council on August 31, 2007.

The Planning is composed of eight chapters: the status on development of the world’s renewable energies, the status on development of renewable energies in China, meanings on development of renewable energies, guidelines and basic principles, key development fields, investment estimate and benefit analysis, and guarantee measures for implementing, totaling 32 pages.

According to the Planning, the development of renewable energies in China will mainly focus on hydro energy, biomass energy, wind energy and solar energy. China will accelerate the development of needed power based on renewable energies. By 2020, China will increase its installed capacity of hydro power to 300 gigawatts (GW), wind power to 30 GW, biomass power to 30 GW and solar power to 1.8 GW. China will actively encourage the application of solar heat utilization technology, continue to popularize household marsh gas and methane utilization projects for livestock farms, accelerate the extension of biomass molding fuels, and actively promote the development of liquid fuels based on non-grain biology. By 2020, annual utilization of methane could reach 44 billion cubic meters, biomass molding fuels 50 million metric tons, and liquid fuels based on non-grain biology 10 million metric tons in China.

According to the Planning, the Chinese government will enforce a series of policies and measures such as mandatory market share, electricity price preference and cost proportion, fund support and tax preference, and the establish industry service systems to support technical advances, industry development and utilization in renewable energies., All this will be performed to achieve the goals in the Planning, namely the consumption of renewable energy will account for 15% of the total energy consumption by 2020.
