China to Launch First General Survey on Pollutant Sources Next Year

With disintegrating air quality and facing an environmental health catastrophe from unregulated industrial pollution, China has enacted steps to mitigate and control future emission of particulates, NOx, SOx and other pollutants. The goal is to realize the target specified in the national eleventh five-year-plan, namely, to reduce the overall emission volume of major pollutants by 10%. The State Council of China decided to conduct its first nation-wide general survey on pollutant sources in the beginning of 2008. Much like the U.S. EPAs Clean Air Act, enacted in the 1970s, environmental regulation in China will have broad sweeping impact not only on the environment, but also on how industries conduct business. Established environmental service businesses offering everything from consulting and engineering services to scrubber and flue gas cleaning equipment supply should be able to take advantage of their industry leading experience and capability to retrofit Chinas fleet of industrial plants.
The first step will be to identify sources. Sources will include industrial plants, large-scale breeding farms and agriculture operations, sewage, urban garbage centers, and facilities generating medical wastes. Information collected will include basic information of the pollutant source, type, quantity, density of pollutants, pollution control facilities, operational conditions, and pollution control systems currently employed.
According to the Notice Regarding the First National General Survey on Pollutant Sources issued by the State Council, the benchmark time for the general survey will be December 31, 2007. The general survey will be carried out in three stages.
The first stage (October 2006-December 2007) will conduct pre-stage preparation work for the general survey. The preparation of the scheme and technical criterion for the general survey will also be established as will temporary leadership and working organizations national wide. Monitoring important pollution sources, ensuring the operation works as well as training and publicizing, will all be the major tasks in this stage.
The second stage (January-December 2008) will carry out the general survey on each pollution enterprise (unit) and establish the database by the general survey office at each level according to input data. Furthermore, complete verification and acceptance on the general survey at provincial level by the end of the year will be conducted.
The third and final stage (2009) will summarize and check all data collected nationwide and establish the national database on pollution sources and dynamic management system. Various analysis reports will be created. The stage will end with the publication of the general survey.
