Researched by Industrial Info Resources (Sugar Land, Texas)--The National People's Congress, the Chinese parliament, announced on March 15, 2008, that the country will reform its energy administration by establishing a national energy commission and a state bureau in accordance with a reshuffling plan.
The proposed national energy commission will be an inter-ministerial consultation and coordination group that would replace the State Energy Leading Team that was established in 2005. The new commission's objective is to strengthen coordination for decision-making and arrangements in the energy sector and to be responsible for the preparation of national energy development strategies, approval issues regarding energy safety and energy development.
The proposed state energy bureau will be an administrative body at the vice minister level established based on the current Energy Bureau of National Development and Reform Commission (NDRC), the Administration Office of State Energy Leading Team and the nuclear power administration department under the Commission of Science Technology and Industry for National Defense. The bureau's objective is to strengthen administration in energy sector and to be responsible for the preparation, organization and implementation of national energy plans, industry policies and standards, new energy development, energy conservation, as well as other issues. The bureau will be under the jurisdiction of the NDRC. As a result of the reshuffling, the NDRC will focus on macro-regulation and phase out its involvement in economic micro-management and the examination and approval of some projects.
The NDRC has been the nation's decision-making entity, and the state energy bureau will be the executor. Other related departments, such as the State Electricity Regulatory Commission, will act as the supervisor in the national energy administration system, said Zhou Fengqi, researcher of the NDRC's Energy Institute.
