Researched by Industrial Info Resources (Sugar Land, Texas)--China's power investment will reach $84.7 billion in 2009, and construction of new energies such as wind power and nuclear power will be accelerated, according to the National Energy Administration at the National Working Conference on Energy held in Beijing on February 3, 2009.
According to the plan, China will start to build several 10-gigawatt (GW) wind power complexes in regions such as Gansu, Inner Mongolia, Hebei and Jiangsu this year and will try to complete them in about 10 years. In addition, China will start construction of several nuclear power stations such as the Sanmen station in Zhejiang province, Taishan in Guangdong province and Haiyang in Shandong province. In 2009, the total installed capacity of new power projects to be approved in China will be 70 GW, of which 8.4 GW will be nuclear power. By 2020, China hopes to have 100 million megawatts of installed wind power capacity.
Construction of large coal-fueled power plants will also be accelerated this year. In 2009, China will start the construction of the Xilinguole Coal and Power Integration Project in Inner Mongolia as well as the coal-power complex in the Shanxi province to gradually establish 3 GW of power transmission capacity to Liaoning and 4 GW of power transmission capacity to Shandong. At the same time, China will accelerate the process in eliminating inefficient small thermal power units, small coalmines and small oil refineries, and accelerate the construction of large-scale energy infrastructure and key energy projects. In the coming three years, China will stop production of 31 GW of inefficient small thermal power units: 13 GW in 2009, 10 GW in 2010 and 8 GW in 2011. These units will be replaced with 50 GW of large-scale, highly efficient clean-coal-fired units. The Xilinguole and Shanxi coal-fired plants will be started in 2009 to alleviate the power shortage in north and east China. The coal power projects in construction in northern Shaanxi, western Inner Mongolia, Huaihe River region and Guizhou Province will be constructed as quickly as possible.
In 2009, China will kick off the pre-stage study for the Twelfth Five-Year Plan (2011-15) in regard to energy and will preliminarily complete the preparation of the plan. The plan drafting is expected to be completed in the second half of this year, and the draft plan will be distributed broadly for comments and suggestions.
