Dual Gas Demonstration Project Faces Further Hurdles

HRL Limited is working to satisfy the Environment Protection Authority prior to moving ahead with its dual gas demonstration project at Morwell in Victoria, Australia.

Researched by Industrial Info Resources (Sugar Land, Texas)--Private company HRL Limited (Mulgrave, Australia), through wholly owned special purpose company Dual Gas Pty Limited (Mulgrave), is working to satisfy the Environment Protection Authority (EPA) prior to moving ahead with its dual gas demonstration project at Morwell in Victoria, Australia. The project requires a total investment of $750 million and will have a design capacity of 635 megawatts (MW).

The proposed plant will utilize integrated drying and gasification combined-cycle (IDGCC) technology, which uses low-rank coals to produce energy with significantly lower carbon dioxide emissions than the traditional technologies. The plant will comprise two IDGCC units, complete with synthetic gas (syngas) filtration and conditioning, and char and ash combustion, which will power two 175-MW, E-Class, combined-cycle gas turbines with heat-recovery steam generators. The heat-recovery steam generators will then fire a 285-MW steam turbine. Additional requirements for the power station include a 4-kilometer transmission line and coal supply conveyor extension.

HRL Limited submitted its application to the EPA in September of last year, but has since received three formal requests for additional information from the EPA. A previous application was withdrawn earlier in 2010, following a change in greenhouse gas emissions standards. Under the previous application, the project was billed as a coal energy project. The focus of the project is now on the syngas technology. Due to continued community concerns, the EPA has requested further details of the syngas technology being used, along with the plant's potential air pollution and noise impacts.

The Morwell IDGCC power station stands to produce a nominal output of 600 MW of electricity. China National Electric Engineering Company Limited (Beijing, China) has been selected as the major equipment supplier, but it is expected that requests for quotation and bid documents for specialty subcontractors will be released for local companies before the end of this year. Construction is scheduled to kickoff in January 2012, with project completion expected in October 2013.
