Researched by Industrial Info Resources (Sugar Land, Texas)--Energy Transfer Partners LP (NYSE:ETP) (Dallas, Texas) is planning to construct the new $1 billion-plus Tiger Natural Gas Pipeline, which will originate from the company's existing pipeline system near Carthage, Texas, and will extend 178 miles through the Haynesville Shale, terminating at a receiving point in Delhi, Louisiana.

The initial pipeline capacity is expected to be 1.25 billion cubic feet per day with the potential to expand to more than 2 billion cubic feet per day during a three-year period based on the results of open season, when gas producers bid for pipeline space. The compression for the new pipeline will be supplied by the construction of three to five new natural-gas compressor stations located between Delhi and Perryville, Louisiana, with each station utilizing two compressor packages driven by 3,600-horsepower engines. The Carthage, Texas, compressor station will be expanded to provide compression at the origination point.

The proposed 42-inch-diameter Tiger Pipeline will be designed to assist producers in exporting new volumes of natural gas from the Haynesville Shale because of rapidly growing production volumes. The pipeline will consist of 68 miles of pipeline in Texas and 110 miles of pipeline in Louisiana.

TRC Companies Incorporated (Lowell, Massachusetts) will prepare the environmental analysis for Energy Transfer Partner's permit-filing with the Federal Energy Regulatory Commission, which is expected to occur in April of this year. Construction of the Tiger Pipeline is slated to begin in the second quarter of 2010 with a completion and in-service date targeted for the Texas portion in January of 2011 and the Louisiana portion in August of 2011.
