It is located on the west edge of the site to minimize obstructing BECO's existing switchyard. The plant will be connected to the regional grid by a 115kv BECO transmission system serving the site. The plant will be mainly fueled by natural gas, which will be provided by the existing Algonquin Gas Transmission Company transmission system.

The plant will use state-of-the-art air pollution control technology to meet the emission requirements. NOx emissions will be controlled by the use of dry-low NOx combustors and Selective Catalytic Reduction (SCR).
