Houston Company to Restart Mothballed Texas Power Plant in 2008
The facility was constructed in 1971, long before there were emissions standards. It burned oil, much dirtier than the natural gas used by newer plants.

NuCoastal Corporation (Houston, Texas) is planning to invest $300 million to restart the E S Joslin Power Station by the end of 2008 to increase the power supply to the ERCOT grid. Located in Point Comfort, Texas, E S Joslin is a 254-megawatt dormant steam turbine/generator.
The facility was mothballed (inactive) in November 2002 as part of the $430 million purchase and sale agreement between American Electric Power (NYSE:AEP) (Columbus, Ohio) and Sempra Energy (NYSE:SRE) (San Diego, California) in 2004. The agreement was to deactivate several plants in Texas as a result of electricity deregulation and plant efficiency.
Part of the agreement is to sell one of the nine inactive plants to Calhoun County Navigation District (Point Comfort, Texas), a subdivision of the state of Texas that operates the ports of Port Lavaca and Point Comfort.
The plan is to install a petroleum coke-fired circulating fluidized-bed (CFB) boiler to power the existing steam turbine/generator set plus perform modifications to the associated infrastructure.
Calhoun County Navigation District and NuCoastal Corporation are working with consultant Terracon Consulting Engineers (Houston, Texas) on selecting an engineering, procurement and construction (EPC) contractor by the end of this year, with construction slated by the first quarter of 2007.
