North America
Motiva will conduct a 45-day turnaround, involving five units, at its 600,000-BBL/d Port Arthur, Texas, refinery in late January 2020. The turnaround was previously scheduled to start on January 4.

Irving Oil will conduct a 60-day planned maintenance turnaround for the 74,000-BBL/d RFCCU 425 and 8,000-BBL/d Alky 432 (new) units on September 7, 2020, at its 300,000-BBL/d Saint John, New Brunswick, Canada, refinery.

Delek US Holdings returned the 16,000-BBL/d CCR Reformer 9 back to service at its 80,000-BBL/d El Dorado, Arkansas, refinery, after the unit was shut down for repairs on December 16.

International
Petroleos de Venezuela SA (PDVSA) was forced to shut down the 120,000-BBL/d Crude 2; 120,000-BBL/d Crude 4; and 80,000-BBL/d FCCU units on December 12 at its 625,000-BBL/d Amuay, Venezuela, refinery, due to mechanical issues. Plans are to have them back online by December 23.

Cepsa restarted the 130,000-BBL/d Crude 3 unit at its 247,000-BBL/d Gibraltar (San Roque) Refinery in Spain. The unit was taken offline on December 8 for a planned minor turnaround and came back online by December 15.

Total Refining & Chemicals continues to produce at a reduced rate of approximately 60% at its 102,000-BBL/d Grandpuits Refinery in France, following the nationwide strike, that kicked off on December 5 nation-wide, caused by governmental pension system reforms. Further decisions whether to maintain the strike are decided daily.
