Shell, on November 1, experienced a pump seal fire in the Lone Crude Unit at its 240,000-barrel-per-day (BBL/d) refinery in Norco, Louisiana, after attempting to restart the facility that was shut down in late August due to Hurricane Ida. This has delayed the restart, although the duration of this event is undisclosed at this time.
ExxonMobil, on November 1, shut down the 210,000-BBL/d PSLA 10 Crude unit at its 500,000-BBL/d refinery in Baton Rouge, Louisiana, due to unplanned tower issues. Plant personnel hope to have the unit online by November 5.
Pemex TRI continues to operate its 177,000-BBL/d refinery in Ciudad Madero, Mexico, at lower rates due to feedstock controls and financial constraints. The 137,000-BBL/d Crude Combo 3 unit is being kept at 69,000 BBL/d and the 40,000-BBL/d Crude Combinada BA Unit 110 is at 19,500-BBL/d, while the rest of the processing units are running at about 50%.
International
Saudi Aramco Shell Refining Company has rescheduled a planned turnaround of the 45,000-BBL/d Hydrocracker at its 300,000-BBL/d SASREF Al Jubail Refinery in Saudi Arabia. The turnaround now is expected from March 11, 2022 to April 4, instead of October 15, 2021 to November 8.
Ecopetrol continues with planned repairs on the 80,000-BBL/d Crude U-200 unit and 11,000-BBL/d Fluid Catalytic Cracker Unit (FCCU) 3 (Orthoflow) at its 250,000-BBL/d refinery in Barrancabermeja, Colombia. Work on the Crude U-200 is expected to be completed during the first week of December, while repairs on the FCCU 3 have been extended until February 2022. This event previously was expected to end in November.
South Refineries Company (SRC) has delayed the commercial startup of the 70,000-BBL/d Crude Distillation Unit (CDU) 4 at its 210,000-BBL/d Basra Refinery in Iraq, which was expected to begin by December 15, to March 15, 2022. The unit has been under construction since June 15, 2017. After startup, the refinery's capacity will jump from 210,000 BBL/d to 280,000-BBL/d.
