Indian, Chinese Companies Develop Coal-Fired, 1,320-Megawatt Power Project in Jhajjar

Researched by Industrial Info Resources (Sugar Land, Texas)--Haryana Power Generation Corporation Limited (HPGCL) and CLP India Private Limited, a wholly owned subsidiary of Hong Kong's top power company, China Light and Power (CLP), are developing a 1,320-megawatt (MW), supercritical thermal power plant at Khanpur Kurd in Jhajjar, Haryana. CLP is the first independent power producer in the thermal sector in Haryana, selected on the basis of a competitive bidding mechanism.

Previously, HPGCL had incorporated a special-purpose vehicle, Jhajjar Power Limited (JPL), to develop the project, and the contract was awarded to CLP India Private Limited, which would supply the power to the state at $0.07 per kilowatt-hour as levelised tariff for 25 years. The JPL thermal power project comprises two units of 660 MW, which is based on supercritical technology as it consumes less coal per unit of electricity generated, leading to lower emissions, a lower cost of generation, and higher efficiency. Shandong Electric Power Construction Corporation-III (SEPCO-III) is the main equipment supplier for this project and is performing the erection and commissioning at Jhajjar site.

Until the end of last fiscal year, the state of Haryana had a demand of 6,200 MW and the installed and the contracted capacity of 5,100 MW, out of which the state only gets about 50% from its own generating stations. The state is expected to have a demand of 11,155 MW by the end of the 11th Five Year Plan (2007-12). The annual growth rate is 15%, and annual energy demand is 57 billion units. With a vision of making Haryana a power surplus state, the state power sector planned to increase the availability of power from about 4,068 MW in 2005 to about 9,671 MW by the end of 11th Five Year Plan, and 14,285 MW up to 2012-13. This project is a major step by Haryana toward becoming a self-sufficient state in power development, with 90% of the electricity output dedicated to Haryana and the remaining 10% to Delhi.

Construction of the power plant began in Jan 2009. The state-of-the-art, 1,320-MW, supercritical thermal power plant requires $1.4 billion in investments, and the first unit is expected to be commissioned by January 2012. The project is expected to be completed by March 2012 with commissioning of the second unit.
