Shrug. OilPrice reports "Oil prices have shrugged off concerns about rising coronavirus infections, with WTI hitting $40 per barrel in early trading on Friday, a three-month high."

"OPEC+ has done a good job turning things around, and stronger demand also helps," said Carsten Fritsch, an analyst at Commerzbank AG. So it appears that OPEC+ is indeed tightening up compliance -- well, at least through July with its extended cuts, which have been agreed to by its members. Even Iraq is looking like it will play ball, though MLB likely will not.

So a somewhat rosy picture for hydrocarbons after the tumultuous end to last week. Hopefully, it is not the rose of a sunset, but that of a dawn of a new day where fundamentals; geopolitics and even economic indicators point to a continuation of the recent rally. Only time will tell.

Therefore, within this Global Refining Report, IIR hopes to shed some light on what is transpiring from a refinery-operations perspective, as the Global Refining Index (working with ADUs) illustrates what is happening to crude operationally available capacity and how refineries are de-rating and operating overall in these times. Petroleum Refining Highlights
June 19, 2020 Phillips 66 restarted the 150,000-barrel-per-day (BBL/d) FCCU at its 230,000-BBL/d Bayway refinery in Linden, New Jersey, on June 16, after it was shut June 15 due to mechanical issues.

June 19, 2020 Suncor Energy on July 13, its first mechanical day, will conduct a 45-day planned maintenance turnaround on the 23,000-BBL/d Hydrocracker (Syncrude) at its 135,000-BBL/d Edmonton, Alberta Canada refinery. Separately, the 23,300-BBL/d HF Alky will remain on schedule for September 4, for 45 days of planned maintenance. The refinery continues to run at reduced rates due to product demand.

June 19, 2020 IIR has confirmed that Gazprom Neft PAO Moscow is performing an unplanned shutdown on the 60,000-BBL/d ABT-3 (Crude 2), 36,000-BBL/d ABT-3 (Vacuum 2), 20,000-BBL/d Catalytic Reformer LCH-35/11-1000 and 25,000-BBL/d Light Naphtha Hydrotreater (L-22/4), at its 243,000-BBL/d Moscow refinery, Russia. The units were shut down in early June, and restart is expected by the end of June. Meanwhile, the refinery also performs unplanned shutdowns of the 14,300-BBL/d Kerosene Hydrotreater L-24/5 (Right stream) and 14,300-BBL/d Diesel Hydrotreater (L-24/5) (Left stream). The units were shut down in late April, and their restart is expected in late June.

June 19, 2020 IIR has confirmed that Total Refining & Chemicals is on schedule for a planned maintenance at its 205,000-BBL/d Gonfreville Refinery in France. The major four-week maintenance turnaround of the Lube 2 area, including the 27,000-BBL/d DSV 8 and associated units, is planned to kick off in early September 2020. The maintenance was initially planned for March 2020, but was rescheduled due to COVID-19. Meanwhile, the repairs and reconstruction of the 205,000-BBL/d Crude D11 unit is still ongoing, and planned to last until mid-October 2020. The plant continues to be delivered with stockpile from sister plants nationwide. Also, IIR has confirmed that Total Refining & Chemicals has completed a planned maintenance at the refinery. The annual two-week minor maintenance and catalyst change-out of the DGO 4 (HDT Gas Oil) (40,095 BBL/d) and DGO 5 (HDT Gas Oil) (27,700 BBL/d) units was completed June 19. The next catalyst change-out is planned for April 2021.

June 19, 2020 Reliance Industries Limited (RIL) continues to operate its 760,000-BBL/d Jamnagar SEZ Refinery in India at approximately 80% capacity. On May 23, the 380,000-BBL/d CDU 1 and 380,000-BBL/d CDU 2 were forced to derate by 15% and 25%, respectively, due to low demand as a result of the COVID-19 pandemic. The DHDS 1 (Design Capacity: 131,000-BBL/d) has been operational at 129,000-BBL/d since May 23, and the 165,000-BBL/d DHDS 2 has been operational at 97% throughput since June 12. Previously, from May 23 to June 11, the DHDS 2 was operational at 129,000-BBL/d. As of now, all the units are tentatively expected to resume full throughput by June 30 (previously reported on June 15, 2020).

June 19, 2020 National Petroleum Refiners (NATREF) of South Africa (Pty) Limited restarted the 108,500-BBL/d Crude Distillation Unit at its 108,500-BBL/d Natref Refinery in South Africa on June 16. As of now, other major units, including the 16,000-BBL/d Residual Crude Desulfurizer Unit (RCD), 30,200-BBL/d Diesel Hydrotreater, 22,600-BBL/d FCCU, 3,900-BBL/d HF Alkylation Unit, 3,600-BBL/d Isomerization Unit, 20,000-BBL/d Naphtha Hydrotreater, and 13,000-BBL/d Hydrocracker, are expected to restart by June 20. Separately, the shutdown of the14,500-BBL/d reformer has been extended due to an issue in the feed pump. The unit was previously scheduled to restart on June 7, but now was expected to restart by June 20. The refinery was forced to shut down on April 13 due to low demand as a result of the COVID-19 pandemic.
