Lake Charles Cogeneration Moves Forward with 670-megawatt Gasification Power Plant Development

The plant will gasify petroleum coke from the refinery in order to produce fuel for a power plant.

Lake Charles Cogeneration LLC (Houston, Texas), in a partnership with CITGO Petroleum Corporation (Houston, Texas), a subsidiary of Petroleos de Venezuela SA (Caracas, Venezuela), is moving forward with the development of a 670-megawatt (MW) Integrated Gasification Combined Cycle power plant at Lake Charles Refinery near Westlake, Louisiana. The project was originally proposed by TECO Energy (NYSE:TE ) (Tampa, Florida) and CITGO, but TECO withdrew from the project last year. Earlier this year, it was announced that the project had gained approval from the Louisiana Public Service Commission. Lake Charles Cogeneration is developing the project with financial backing from Leucadia National Corporation (NYSE:LUK )(New York, New York).

The company selected Fluor Corporation (NYSE:FLR ) (Irvine, Califorina) to perform conceptual engineering, cost estimates, and permitting. Once final approvals are gained Lake Charles Cogeneration anticipates awarding Fluor the engineering, procurement and construction (E+P+C) contract. The plant will gasify petroleum coke from the refinery in order to produce fuel for a power plant. This fuel will be utilized by two combustion turbine generator sets to generate electricity. Each of the combustion turbine generators will be equipped with a heat recovery steam generator (HRSG) to supply steam to a steam turbine generator. Once the necessary environmental permits and financing are obtained, construction could begin by late 2005, with commercial operation expected to begin late 2008.
