Researched by Industrial Info Resources (Sugar Land, Texas)--The Southwestern Electric Power Company (Shreveport, Louisiana), a subsidiary of American Electric Power Company (NYSE:AEP) (Columbus, Ohio), is in the process of installing the 570-megawatt (MW) J. Lamar Stall natural-gas-fired combined-cycle unit at the 125-MW Arsenal Hill Power Station in Shreveport. The station's current operating unit, Arsenal Hill 05, was installed in 1960. It is a conventional unit that has a Combustion Engineering natural gas tangential-fired boiler that powers a 125-MW General Electric (NYSE:GE) (Fairfield, Connecticut) steam turbine/generator.

Construction of the J. Lamar Stall unit began in March 2008, and it is expected to begin commercial operation by June 2010. The unit will utilize two Siemens Westinghouse natural-gas-fired 501FD combustion turbine/generators, two Nooter/Erickson heat-recovery steam generators and a General Electric D-11 steam turbine/generator. Sargent Lundy (Chicago, Illinois) is handling the engineering and The Industrial Company's (TIC) (Steamboat Springs, Colorado) Kingwood, Texas office is handling construction.

The $375 million project is about 20% complete and will require a construction staff of about 350 people. Once the unit is operational, it will increase the station's capacity by 456% to 695 MW. The J. Lamar Stall unit will double the staff for operations from 14 to 29.
