In an unprecedented move to combat COVID-19, Malaysian Prime Minister Muhyiddini Yassin this week implemented a Restriction of Movement Order that will effectively lock down the country until March 31. The order closes all religious institutions, schools, businesses and government offices, but essential services such as banks, supermarkets, pharmacies and gas stations will remain open.

Some of Malaysia's refineries also are unaffected: Petronas' 130,000-barrel-per-day (BBL/d) PSR-1 Melaka, 170,000-BBL/d Melaka PSR-2 and 114,300-BBL/d Kertih refineries; Hengyuan Refining Company's 125,000-BBL/d Port Dickson refinery; and Petron's 88,000-BBL/d Port Dickson refinery.

Proper social distancing will be enforced at each site, but this is not expected to have any impact on refining operations. A separate joint Saudi-Malaysian refinery, the 300,000-BBL/d Pengerang Refining and Petrochemical (PRefChem) complex, has been shut down since March 15, due to a fire and explosion.
