Researched by Industrial Info Resources (Sugar Land, Texas)--Industrial Info is tracking more than $6.6 billion in planned Power Industry project starts in second-quarter 2020 in the U.S. Mid-Atlantic market region, which includes Maryland, North Carolina, South Carolina, Virginia and West Virginia. Virginia, with more than $2.4 billion in planned project starts, leads in terms of project spending. Natural gas and solar dominate as fuel types, with $2.4 billion and $1.7 billion in planned projects, respectively.

While the wave of natural gas-fired power buildouts in the U.S. has declined in recent years, the Mid-Atlantic region, where plants have plentiful access to gas from the Marcellus Shale, remains fairly strong for these projects. Industrial Info is tracking two combined-cycle project starts in West Virginia and one in Virginia planned for the second quarter. The largest of these is NOVI Energy's (Novi, Michigan) planned 1,060-megawatt (MW) plant in Charles City, Virginia, about 25 miles southeast of Richmond. The plant will use General Electric (NYSE:GE) equipment. Construction is expected to begin toward the end of the quarter and be completed by the end of 2022. Energy Solutions Consortium LLC (Herndon, Virginia) plans to begin construction on combined-cycle plants in Follansbee and Clarksburg in West Virginia in the upcoming quarter. In Follansbee, the Brooke County Generating Station will have a generating capacity of 750 MW and is expected to be completed in early 2023. In Clarksburg, construction on the 630-MW Harrison County Generating Station will be completed in early 2022. Gemma Power Systems LLC (Glastonbury, Connecticut) is providing engineering, procurement and construction (EPC) services for both projects, which have a combined total investment value of $1.48 billion. Solar power is without a doubt the leading renewable source of power in the area, and Industrial Info is tracking more than 30 solar projects that are planned to kick off in the region in the quarter. In Drake's Branch, Virginia, Apex Clean Energy Incorporated (Charlottesville, Virginia) will construct the 150-MW Moody Creek photovoltaic plant. The facility will be built on 1,600-acre site and will use an estimated 555,000 solar modules on a horizontal single-axis, balanced-mass tracker system. Several smaller solar projects of 20 MW or less are planned to kick off in the region in the upcoming quarter. Invenergy LLC (Chicago, Illinois) will begin construction on the Todd Solar Center, a 20-MW facility that will use 85,000 Jinko (NYSE:JKS) solar panels and will be completed in the fourth quarter. The buildout in natural gas plants and solar projects comes in the face of stiffer environmental regulations and closures of coal-fired plants. In response to the Coal Combustion Residuals (CCR) rule, Dominion Energy Incorporated (NYSE:D) (Richmond, Virginia) will be closing the coal ash landfill for units 3-6 at its Chesterfield Power Station in Chester, Virginia. The $480 million project entails closing the upper and lower ash ponds and capping them with a low-density polyethylene geomembrane, finally covering them an 18-inch layer of soil. The work, which is set to be completed in 2022, will be done in phases to comply with CCR regulations. AECOM (NYSE:ACM) (Los Angeles, California) is a consultant.
