NTPC, CSEB Gear Up for 4,000-Megawatts Thermal Power Project in Chhattisgarh

The project would comprise five units of 800 MW each, and is expected to be commissioned in the 12th Five Year Plan (2013-17).
The project would be near the village of Lara, in the district Raigarh. The site is a coal-enriched area, about 300 kilometers northeast of the Raipur city. NTPC already has been allotted a coal mine in this area, which it is now developing. The company would be utilizing the Talaipalli coal block for this ultra-modern power project, which has a coal requirement of 965 million tons. The approval of the additional coal linkage from the Pelma coal block has been granted by the Ministry of Coal.
Currently, officials involved in the project are engaged in land acquisition, which is expected to be completed by May 2011. The project requires about 3,500 acres of land, and the water requirement is about 200 cubic feet per second. The state government already has given a commitment for land and water availability for the project, in order to assist NTPC in setting up the plant at a faster pace.
As per the signed agreement between NTPC and Chhattisgarh, half of the total power generated from this project would be sold to the state, amounting to 2,000 MW. The power allocation to the state government would happen at a nominal cost of about $0.058 per unit. The state government required that it get 50% of the power generated, in lieu of land and the water allocated by them for the plant's construction. The other regional constituents would be allocated with 35% of the power, and the remaining 15% would be distributed to the union government.
NTPC Limited has started looking for experienced agencies to perform the contractual needs associated with the project development, such as mechanical, electrical, control and instrumentation systems, as per the company's designs. NTPC has floated a bulk tender for nine 800-MW steam generators for four of its mega-power projects being planned; of these, two units would belong to the Lara Thermal Power Project. The procedure of bid invitation is being performed in two stages: the techno commercial bid (Stage I) and price bid (Stage II). The bid documents for Stage I would be opened in April 2011. The receipt and the opening of bid documents for Stage II are expected in May 2011.
Construction of the power station is expected to begin in December 2011, and the total investment required would be $3.97 billion. The first unit is expected to be commissioned in September 2014, followed by Unit 2 in December 2014, Unit 3 in March 2015, and Unit 4 by June 2015. The project completion is expected in February 2016, with the commissioning of the fifth unit.
