Biomass power became popular in Japan in 2012, after the country's Feed-in Tariff (FIT) scheme went into effect. It allows electric utilities and merchants to purchase renewable generation at prices and contract lengths set by the Ministry of Economy, Trade and Industry. In addition, the Japanese Power Exchange market, where power-generation companies and retail companies buy and sell electricity, opened in 2016. This is a good way for traditional power companies and independent power producers to earn money. Also, the reduction of carbon dioxide (CO2) emissions became catchy.
However, biomass fuel generated with forged certifications from the Forest Certification System (FCS) may be to blame for at least four cases of fires at Japanese biomass power stations that took place from September 2022 to May 2023. The forged fuels often contain low-quality wood pellets mixed with other ingredients, and this could bring the decline of grassroot biomass power station kickoffs in the future.
According to the Japan Paper Association, under most forest certification systems, "a third-party organization assesses and certifies that the forest is appropriately and sustainably managed."
