Planning Approved for $9.3 Billion Anhui Coal Chemical Industry Base

The 2020 Planning for Anhui Coal Chemical Industry (Huainan) Base was officially approved by Anhui Provincial Development and Reform Commission (APDRC) in recent days. Huainan will be built into a new type of energy and modern coal chemical production base.

Anhui Coal Chemical Industry (Huainan) Base, located at Qiji Town, Panji District, Huainan City, is the key chemical industrial park zone mapped by Anhui Province. The 2020 Planning was prepared by Beijing Petro Planning Institute under the mandate of APDRC. On November 16, 2006, an Experts Panel Examination Meeting was held in Hefei under the organization of APDRC. The panel approved the project with comments for further improvement on raw material selection route and product scheme.

According to the plan, Huainan Chemical Industry Base will establish an annual raw coal deep processing capacity of 25 million tons by 2020. The total investment will be $9.3 billion and the annual production value will be $ 7.6 billion upon the completion of the base. Investment will be mainly focused on four categories of product chain, namely coal-based alkene, nitric acid, chemical fertilizer and alternative fuels.

The project is to be carried out in three phases: the near-term, the mid-long term and the long-term planning. In the near-term planning, a total of 28 projects including annual production of 1.7 million tons of methanol, one million tons of coal-based olefin, and one million tons or dimethyl ether are included.

Huainan is a city rich in coal resources. The construction of the base will take the full advantage of the rich local coal resources, and promote the industry conversion of Huainan, an old industry base in Central China, as well as the healthy and swift development of coal chemical industry in Huainan through the guideline of scientific planning.
