PPM Energy Incorporated (PPM) (Portland, Oregon), the United States wholesale energy business of ScottishPower PLC (NYSE:SPI) (Glasgow, Scotland), plans to build 150-megawatts (MW) of new renewable energy capacity in the Midwest, in Lane County, North Dakota, near Rugby, during 2005, in order to take advantage of the 2005 Production Tax Credit (PTC).

Typically, a windfarm of this size can bring with it 350-400 temporary construction jobs, with an additional 12-15 permanent positions, a tax base increase in excess of $1 million, plus $3,000 to $6,000 per turbine in annual fees to the land holders.
