Progress Energy Florida, Incorporated (Saint Petersburg, Florida), a subsidiary of Progress Energy, Incorporated (NYSE:PGN) (Raleigh, North Carolina), has started construction of the $675 million, 1,370-megawatt (MW) repowering and expansion project at the Paul L Bartow Power Station located in Saint Petersburg, Florida.

Construction began earlier this month and full commercial start-up is scheduled for 2009. The project will consist of replacing three existing (late 50’s to early 60’s models) boilers and steam turbine generators with a more efficient and environmentally friendly combined-cycle power island. The project will be equipped with four 190 MW duel-fueled Siemens Westinghouse Power Corporation (SWPC) SGT6-5000FD3 gas turbine generators, attached to four Vogt Power International triple pressure heat recovery steam generators (HRSG) and a single 420 MW steam turbine generator. Another SWPC SGT6-5000FD3 will also be installed as part of the project, and will operate in a simple cycle peaking capacity capable of generating additional power during the summer and winter months when energy demands are at their highest. Each unit will be equipped with duct-burners and evaporative cooling to help increase power output.

The project will also feature state-of-the-art emissions technology for the reductions of pollutants such as NOx and SO2, each combustion turbine and HRSG’s will feature dry low NOx combustors and selective catalytic reduction (SCR) units to reduce NOx emissions.

Bibb & Associates (Lenexa, Kansas), a subsidiary of Kiewit Corporation (Omaha, Nebraska), will provide design and engineering services, while The Industrial Company (TIC) (Steamboat Springs, Colorado) will act as the general contractor for the project.
