Researched by Industrial Info Resources (Sugar Land, Texas)--With more than $70 billion worth of industrial projects presently under construction, California is second only to Texas in both the number and value of projects underway. A substantial amount of the state's project activity is concentrated in the five highest-ranked counties for under-construction projects. Together, these top five counties account for more than $57 billion worth of the state's spending. San Francisco County, boasting more than $29 billion worth of projects underway, leads the state in terms of industrial spending. The projects underway in each of the five counties show variety in type, with transportation systems taking the lead in spending.
1. San Francisco County - $29.3 Billion Worth of Projects Underway
The City and County of San Francisco leads California's project spending primarily because of one project: a high-speed rail system being built in the area. Two segments of the rail line are presently underway. Construction on the larger of these kicked off in 2014 and involves constructing 32 miles of track extending into Fresno County that will support train speeds of up to 220 miles per hour. But that's not the only project giving San Francisco its leading spending status. Within the city itself, the San Francisco Public Utilities Commission is underway with construction of a new biosolids digester and combined heat and power unit to help meet its green goals. The project is being constructed on a 47-acre site in the city, where existing buildings have been demolished, and new buildings totaling 200,000 square feet are being constructed that will facilitate the processing of 280,000 pounds per day of biosolids into 2 million cubic feet per day of biogas and 5 megawatts (MW) of renewable electricity. 2. Los Angeles County - $14.5 Billion
Coming in at No. 2 for industrial spending in the state is the most populous county in the U.S., Los Angeles County. Like San Francisco County, Los Angeles County's spending is dominated by transit projects for both air- and rail-related projects. The largest project underway, a people-mover system at the Los Angeles International Airport, involves both types of transit. The new system will connect the airport with the Metro Green Light rail line two miles to the east. Construction kicked off in 2018 and entails building a 2.25-mile automated train system with approximately 11,600 feet of rail lines to connect the airport with a station and consolidated car-rental facility about two miles away. Apart from transit projects, which also include the extension of a subway line, one of the biggest projects in Los Angeles County kicked off earlier this year. World Energy LLC (Boston, Massachusetts) is adding a sustainable aviation fuel (SAF) unit to its biofuels refinery in Paramount. Upon completion of the project, which is expected in early 2026, the new unit will increase the facility's SAF production to 340 million gallons per year. 3. San Diego County - $7.6 Billion
Rounding out the top three highest-spending counties in California is San Diego County, which is led by Pharmaceutical-Biotech projects. Among the largest of these is IQHQ Incorporated's (Solana Beach, California) Research and Development District (RaDD) laboratory/mixed-use campus in San Diego. Being constructed on an eight-acre site spanning six city blocks, the project entails constructing five buildings totaling approximately 1.7 million square feet of leasable laboratory, retail and office space, geared toward life science companies. 4. San Bernardino County - $3.4 Billion of Projects Under Construction
The fourth highest-spending county in California, San Bernardino County, is home to a wide variety of projects. While a rail extension project dominates the county's spending, renewable energy projects also are present. Among these projects is ArcLight Capital Holdings LLC's (Boston) Lockhart II solar farm and battery energy storage system (BESS) near Hinkley, about 110 miles northeast of Los Angeles. The solar farm will use ground-mounted solar panels on a single-axis tracking system to provide 150 MW of generation. A 60-MW BESS installation will provide power in times when the sun isn't shining. Earlier this year, contractors for King Street Properties LLC (Boston) began work on a life science campus at a brownfield site in Burlingame. The project entails demolishing existing buildings used for offices and restaurants and constructing a seven-story, 193,000-square-foot north campus building and an eight-story, 282,000-square-foot building on the south side of the campus.
