Site work for the project began in 2007, while actual plant construction began in the spring of 2008. The pulverized coal-fired project is owned by three companies:
- 575 MW by Sandy Creek Energy Associates LP (St. Louis, Missouri), a subsidiary of LS Power Group (East Brunswick, New Jersey)
- 225 MW by Brazos Electric Cooperative Incorporated (Waco, Texas)
- 100 MW by the Lower Colorado River Authority (Austin, Texas)
