Privately-held custom chocolate producer Totally Chocolate (Blaine, Washington) has started construction on a new chocolate and confections manufacturing plant in Blaine, Washington. The company has maxed out the capacity of its existing one million pound per year plant on Pipeline Road in Blaine and needs a larger more efficient plant to keep up with sales and support future growth.
