At least one petrochemical producer in Corpus Christi has derated its 2.5 billion-pound-per-year ethylene unit in advance of the storm, which is expected to make landfall Monday evening somewhere along the mid-Texas coast.
Tropical Storm Nicholas potentially could become a Category 1 hurricane before making landfall, but torrential rain and flooding remains the greatest concern for metropolitan Houston and the surrounding counties. Heavy rain exceeding 3 to 5 inches per hour is expected for extended periods, producing localized flooding that could even slow marine and port access. The Port of Houston will cease container terminal operations today at 3 pm CST and close multiple turning basins this afternoon, with a potential reopening by noon on Tuesday, depending on storm surge and weather conditions.
Nicholas is expected to have a minimal impact on offshore oil and gas assets. However, the storm could delay restart operations of those offshore platforms that are still down due to Hurricane Ida, which made landfall August 29. Many offshore exploration and production companies had moved operations temporarily from hard-hit Port Fourchon, Louisiana, to other locations such as Galveston, Texas, as bases to restart offshore operations. Those efforts now could be disrupted by Nicholas.
