Researched by Industrial Info Resources (Sugar Land, Texas)--Pipeline developers continue to find plenty of business in the top U.S. oil-producing regions, many of which are finally seeing production gluts eased by new takeaway capacity. Industrial Info is tracking nearly $3.5 billion in active crude-oil pipeline projects that are set to begin construction across the U.S. in the third quarter, including in hotspots such as the Permian's Delaware Basin and the Denver-Julesburg Basin.

Pipeline projects typically face a lengthy, vexing process for permitting and approval, and there are no exceptions on the third-quarter kickoff docket; most are either in or just past their permitting phases, when plenty of factors can delay, alter or outright eliminate the projected investment. These include Ameredev II LLC's (Austin, Texas) proposed Trophy Pipeline Project in New Mexico's Delaware Basin.
The estimated $200 million mainline is designed to carry 50,000 barrels per day (BBL/d) of crude oil about 55 miles from numerous field receipt points in the northern Delaware Basin to multiple long-haul takeaway pipelines. MPLX LP (NYSE:MPLX) (Findlay, Ohio) and Crimson Midstream LLC (Long Beach, California) are proposing the Swordfish Pipeline in Louisiana, which would carry 170,000 BBL/d of crude (with a possible expansion of up to 600,000 BBL/d) about 61 miles from existing terminal facilities in St. James to the Clovelly Hub in southern Louisiana, which is the heart of Louisiana Offshore Oil Port's (LOOP) crude-oil distribution network. In Colorado's Denver-Julesburg Basin, ARB Midstream LLC (Denver, Colorado) and Magellan Midstream Partners LP (NYSE:MMP) (Tulsa, Oklahoma) are proposing the DJ South Gathering System, which would carry up to 200,000 BBL/d of crude from various points near Denver to connect with existing lines running to Cushing, Oklahoma, and other downstream destinations. Another project proposed for northern Colorado is Tallgrass Energy LP's (NYSE:TGE) (Leawood, Kansas) Pony Express Pipeline expansion, which would substantially boost capacity on 760-mile line that originates in Guernsey, Wyoming, and runs through northern Colorado, Nebraska and Kansas before terminating in Cushing. Tallgrass says it has received "sufficient interest" in the project from other companies, notably Kinder Morgan Incorporated (NYSE:KMI) (Houston, Texas), with which Tallgrass is developing stronger takeaway capacity in the growing DJ and Powder River basins. Through the partnership, Kinder Morgan will be able to move more oil from North Dakota's Bakken shale to Cushing.
Enbridge Incorporated (NYSE:ENB) (Calgary, Alberta) is heading up one of the higher-valued small-scale projects: the $75 million pipeline replacement under the Saint Clair River in Saint Clair, Michigan, which would replace three miles of line dating back to 1950. An Enbridge spokesman told Michigan's Times Herald earlier this week that construction is expected to begin in September and go through December, break during the winter, continue in April and wrap up in June 2020.
