WHC's Role in $4 Billion of Pipelines Spans Permian, Other Heavy-Traffic Areas

Researched by Industrial Info Resources (Sugar Land, Texas)--WHC Incorporated (Broussard, Louisiana) is playing a pivotal role in some of the most anticipated natural gas liquids (NGL) pipeline projects. U.S. natural gas liquids (NGL) production remains near its record high of almost 5 million barrels per day (BBL/d), despite an overall slowdown in 2019, according to the U.S. Energy Information Administration (EIA), and infrastructure projects are among the factors expected to maintain growth over the coming year. Industrial Info is tracking more than $4 billion in active projects involving WHC, the bulk of which are in the two of the Pipeline Industry's busiest places in Texas: the Permian Basin and the Gulf Coast.
The most ambitious project involving WHC is Permico Energia LLC's (Houston, Texas) plans for a 510-mile natural gas liquid (NGL) pipeline from the Permian Basin and Eagle Ford Shale regions to a refining and fuel-export hub on the Gulf Coast. The line, which would carry about 330,000 BBL/d of Y-Grade NGLs from origin points in the Permian through the Eagle Ford, to Permico Energia's planned El Centro NGL fractionator in Corpus Christi, is expected to see several major portions begin construction in the spring of this year.
The estimated $750 million mainline would be supplemented by an estimated $350 million line from Corpus Christi to Markham, Texas, where Permico Energia has several storage facilities, and a $350 million line from Corpus Christi to Mont Belvieu. The $100 million El Centro NGL fractionator is set to finish construction by the end of this year, and the three pipeline segments in the fourth quarter of 2021. Permico Energia's NGL pipeline will be serviced by a series of pump stations, each valued at about $50 million, which will feature equipment from Siemens AG (Munich, Germany). For more information, see Industrial Info's project reports on the stations in the Permian-adjacent cities of Monahans and Fort Stockton, the Eagle Ford-adjacent cities of Brackettville and Pearsall, and Tilden, which is about 100 miles northwest of Corpus Christi.
NGL production has doubled in the Permian and Eagle Ford from 2012 to 2017, and is forecast to top 1.7 million BBL/d by the end of 2025, according to the U.S. Energy Information Administration (EIA). WHC already is at work on Targa Resources Corporation's (NYSE:TRGP) (Houston) $650 million West Leg of the Grand Prix NGL Pipeline, which runs from the Permian to the Houston area. Among WHC's projects under construction are a series of pipelines for ONEOK Incorporated (NYSE:OKE) (Tulsa, Oklahoma), both of which are expected to wrap up in the coming months. The 530-mile Arbuckle NGL Pipeline is designed to transport up to 400,000 BBL/d of NGL from ONEOK's gathering system in Oklahoma to its storage and fractionation facilities in Mont Belvieu. The $800 million Texas portion, which runs 207 miles, and a $60 million Oklahoma portion, which runs 35 miles, are among the segments that are expected to wrap up toward the end of spring.
ONEOK and WHC also are building the 900-mile Elk Creek Pipeline Project from western Montana to central Kansas. The project includes a 240-mile, $325 million segment within Kansas that will transport up to 240,000 BBL/d of NGL from Lyons to Bushton; ONEOK expects it to be expandable to 400,000 BBL/d. Last month, WHC began construction on Venture Global LNG Incorporated's (Washington, D.C.) $75 million gas East Lateral and $70 million West Lateral pipelines for its Calcasieu Pass export facility in Cameron, Louisiana. The lines, which run about 24 miles and 18 miles, respectively, will carry up to 2 billion cubic feet per day to the facility from stations in Grand Chenier and Johnson's Bayou, Louisiana.
