Motiva Enterprises has restarted its 600,000-BBL/d Port Arthur, Texas, refinery after being forced to go into hot-oil circulation on February 15 due to Winter Storm Uri. Additionally, the 25,200-BBL/d HTU 4 Heavy Gas Oil Hydrotreater, MPU 3 and MPU 4 units were shut down on February 9 for a 30-day planned turnaround.
ExxonMobil's 557,000-BBL/d Baytown, Texas, refinery, remains offline after being shut down on February 15 due to Winter Storm Uri. Sources have indicated some mechanical and rotating equipment damage which may keep the facility down for another two weeks.
ExxonMobil will begin to restart its 350,000-BBL/d Beaumont, Texas, refinery today, February 22, after shutting it down on February 15 due to Winter Storm Uri. The 120,000-BBL/d FCCU is expected to be restarted later today, while the rest of the plant is expected to be online by this upcoming weekend.
International
PDVSA has not yet restarted the 180,000-BBL/d Crude 5 and 80,000-BBL/d FCC units at its 625,000-BBL/d Amuay, Venezuela, refinery after being forced to shut down on January 25 due to an insufficient crude oil supply. Unplanned repairs are currently being performed, and a restart date is now set to occur by mid-March. The 85,000-BBL/d Crude 1, 120,000-BBL/d Crude 2 and associated units continue online, while the 120,000-BBL/d Crude Distillation 4 will remain offline through 2021 while the vacuum tower is replaced; the 120,000-BBL/d Crude 3, offline since late December 2017, will be kept under repairs until late 2021.
Kuwait National Petroleum Company (KNPC) began a 45-day planned maintenance shutdown of the 42,000-BBL/d ARDS 1 (Unit 12 - Train 1) on February 21 at its 454,000-BBL/d (actual capacity: 348,000 BBL/d) Mina Abdulla Refinery in Kuwait. Expectations are to complete repairs and restart the unit by April 6.
Saudi Aramco Total Refining & Petrochemical Company (SATORP) began a 22-day minor maintenance turnaround of eight units on February 21 at its 440,000-BBL/d (design capacity: 460,000 BBL/d) Al Jubail Refinery in Saudi Arabia. Expectations are to complete repairs and restart the units by March 14.
