Marathon's 437,000-BBL/d Galveston Bay Refinery in Texas City, Texas, remains shut since last week due to Winter Storm Uri. The company took advantage of this outage by accelerating 30 days of planned maintenance on the 140,000-BBL/d FCCU 3, which started February 23 instead of later this month. It is undisclosed at this time when the entire plant will be up and running, following pipe damage and resultant leaks that occurred during the severe weather event.

Citgo Petroleum's 420,000-BBL/d Westlake (Lake Charles), Louisiana, refinery, has returned to production after being forced to reduce operational rates due to a loss of third-party power supply as a result of Winter Storm Uri. Separately, a 30-day planned turnaround of the 23,000-BBL/d SF Alkylation A unit that began on February 5 has resumed. Planned turnarounds of the 50,000-BBL/d FCCU B and 150,000-BBL/d Topper B have been delayed to spring 2022. Further, the 50,000-BBL/d FCCU C, 34,000-BBL/d Coker 1 and 50,000-BBL/d Vacuum Distillation E201 remain offline. The refinery is still operating at reduced rates due to the COVID-19 pandemic.

International
Hyundai Oilbank Company Limited is on schedule to perform 15-day planned maintenance work on May 3 on the 90,000-BBL/d ARDS (Atmospheric Residue Desulfurization) unit at its 690,000-BBL/d Seosan Daesan Refinery in South Korea. Expectations are to complete repairs and restart the unit on May 17.

S-Oil Corporation was forced to shut down the 75,000-BBL/d RFCCU 1 on February 19 at its 669,000-BBL/d Onsan Refinery in South Korea due to an expander issue. Expectations are to complete repairs and resume normal operations by March 5.

ENEOS Corporation has delayed the restart of four units, and associated units, at its 145,000-BBL/d Sendai Refinery in Japan. Restart is tentatively set for March 27, as opposed to the previously reported February 27, due to a steam supply issue at main units. The units have been under an unplanned shutdown since the major earthquake on February 13.
