The country's state-run petroleum refiner, Pemex TRI, was hit hard by economic issues last year. The COVID-19 pandemic made it even worse, and six Mexican refineries were run at minimum capacity during 2020. This year, Pemex continues to struggle to keep up with budget approvals and safe operations; however, more ambitious plans are scheduled to occur.
