Researched by Industrial Info Resources (Sugar Land, Texas)--The Mid-Atlantic region is continuing to be a major area of growth in the U.S., with about $10.78 billion in active projects set to begin construction in the fourth quarter of 2015. More than 90% of the total is attributed to four industries: Industrial Manufacturing, Power, Pharmaceutical & Biotech, and Metals & Minerals.

The Mid-Atlantic region includes Maryland, North Carolina, South Carolina, Virginia and West Virginia.

The Industrial Manufacturing Industry leads all others with 82 projects worth $5.76 billion in total investment value that are set to begin construction from October through December. However, almost $5 billion of that amount are for passenger rail-system expansions, which often face lengthy delays while awaiting government funding, and sometimes are just canceled. Both are from the Maryland Department of Transportation and are based in Baltimore: the $2.57 Billion Red Line Expansion and the $2.37 Billion Purple Line Expansion. The Power Industry is in a distant but strong second place with 43 projects worth more than $2 billion set to kick off in the fourth quarter, the largest of which is Moundsville Power LLC's (Buffalo, New York) proposed, $615 million combined-cycle gas turbine (CCGT) plant in Marshall County, West Virginia. The facility, which is expected to have a capacity of 549 megawatts (MW), obtained its last necessary permit earlier this year. It will consist of two 196-MW General Electric (NYSE:GE) MS7001FA .04 combustion turbine generators, with duct-fired heat-recovery steam generators, and a 133-MW GE steam turbine generator. The Pharmaceutical & Biotech Industry has found a prosperous market in the Mid-Atlantic, with 31 projects worth more than $1.23 billion itching to begin construction next quarter. Easily the biggest spender is Procter & Gamble Company's (NYSE:PG) (Cincinnati, Ohio) $500 million personal care and household products plant in Martinsburg, West Virginia. The one-storey facility of roughly 4.33 million square feet will produce popular customer items such as shampoo, lotions, toothpaste, detergents, paper towels and diapers. The Metals & Minerals Industry rounds out the top four industries with 10 projects worth $821 million set to begin construction from October through December. One of the most closely watched is Toray Industries Incorporated's (Tokyo, Japan) $1 billion carbon fibers plant in Moore, South Carolina, which had its kickoff date pushed back from the third quarter earlier this year. The project, which has faced some opposition from environmental activists and local residents, is expected to produce 1,800 to 2,000 tonnes per day of carbon fibers; a second phase would expand it to 3,600 tonnes per day. The remaining five highest-value projects set to kick off in the Mid-Atlantic region in the fourth quarter are:
  • $450 Million: NTE Energy's Natural Gas-Fired, Combined-Cycle Energy Center in Kings Mountain, North Carolina

Almost three-quarters of the region's total investment value (TIV)--about $7.71 billion--is related to 56 projects that are now in the engineering stages. The region also has 70 projects worth about $2.76 billion in the planning stages, where plenty of factors could increase, decrease or eliminate the expected spending, while 117 projects worth $307 million already have kicked off the first stage of construction and will kick off the next in the fourth quarter.
