Written by Martin Lynch, European News Editor for Industrial Info (Galway, Ireland)--Two large-scale green hydrogen projects with a combined investment value of more than US$400 million have been announced by gas services major Air Liquide (Paris, France) and French energy company TotalEnergies SE (NYSE:TTE) (Courbevoie, France).
The companies aim to build two major projects near TotalEnergies's refineries in Rotterdam and Zeeland in the Netherlands that will provide green feedstock for the operations and curb CO2 emissions by up to 500,000 tonnes per year. The first project, ELYgator, will boast a 200-megawatt (MW) Air Liquide electrolyzer and will be located at the Maasvlakte conversion park at the Port of Rotterdam. When commissioned in 2027, it will have an estimated production capacity of 23,000 tonnes of renewable and low-carbon hydrogen annually and will be used to supply TotalEnergies nearby refinery.
Using Air Liquide's existing cross border hydrogen pipeline network, it will also supply other Dutch and Belgian customers with "industrial and heavy-duty mobility needs." It will be powered by TotalEnergies' share of the proposed 795-MW OranjeWind offshore windfarm, which will be constructed and commissioned in 2027, as well as power purchase agreements with Vattenfall (Stockholm) from the Hollandse Kust Zuid (HKZ) offshore windfarm, also located off the Dutch coast. The project has received funding support from the European Union's (EU) Innovation Fund and the Dutch IPCEI program.
The second project will see the companies create a 50:50 joint venture to construct a 250-MW electrolyzer capable near TotalEnergies's Zeeland refinery. It will also be powered by the OranjeWind offshore windfarm and will be capable of producing up to 30,000 tons of renewable and low-carbon hydrogen annually. The goal is to be up and running in 2029, pending final authorizations and a final investment decision. "Flagship projects such as the ones we are announcing today, will play a key role in reducing emissions, particularly in hard-to-abate sectors such as industry and heavy mobility," said Emilie Mouren-Renouard, member of the Air Liquide Executive Committee. "These two projects will complete the five Air Liquide low carbon units already in operation or construction in Europe."
Vincent Stoquart, president of refining and chemicals at TotalEnergies, added: "Following the first partnership agreement with Air Liquide to supply the Normandy refinery with green hydrogen, and the agreements to supply the Grandpuits and La Mède biorefineries with renewable hydrogen, the partnership with Air Liquide takes on a new dimension and marks a new step in TotalEnergies' ambition to decarbonize the hydrogen consumed by its refineries in Europe by 2030."
The Netherlands is aiming for 500 MW of electrolyser capacity in 2025, up to 4 gigawatts (GW) of green hydrogen in 2030 and double that amount by 2032. Last August, Industrial Info reported that the European Commission (EC) had approved a state-financing scheme by the Dutch government to allot 998 million euros (US$1.08 billion) as part of its goal to construct at least 200 MW of electrolysis capacity.
