Researched by Industrial Info Resources China (Beijing, China)--The environmental impact assessment (EIA) report for Shenhua (Fuzhou) Luoyuan Bay Port & Electric Company Limited's (Fuzhou, Fujian) Luoyuan Bay coal-fired power station has passed an examination by the Ministry of Environmental Protection (MEP). The project calls for public participation prior to final approval, according to an announcement from the MEP on September 3, 2013.

The Luoyuan station is located at the Luoyuan Bay in Fuzhou City, in eastern China's Fujian province. For the 4,000-megawatt (MW) planned capacity, two 2,000-MW condensing steam turbine generating units and two 3,100-ton-per-hour pulverized, coal-fired boilers will be built in Phase I.

The project will be furnished with flue gas desulfurization (FGD), dust control, nitrogen oxide control and sea water direct-cooling systems. The dual-circulation FGD device, based on a limestone-plaster wet process, will have a desulfurization efficiency of 97% or more. The project will include a low-nitrogen oxide burner and a selective catalyst reduction (SCR) process, and it is planned to achieve total denitration efficiency at 85% for nitrogen oxide emission control. An electrostatic dust remover with a comprehensive dust removal efficiency of 99.85% will be utilized. A total of 70% of mercury will be removed with the combination of the dust remover, desulfurization and denitration devices.

Both units will share a 240-meter-high chimney furnished with a continuous emission monitoring system (CEMS). The project will be furnished with auxiliary and common facilities, such as a water supply and draining system and an ash disposal field. The total investment will be about $1.3 billion, which includes $130 million for environmental protection facilities and accounts for 10% of the total investment.

The major equipment for the project has been awarded. The boilers were awarded to Dongfang Electric Corporation (Chengdu, Sichuan) and the steam turbine generators were awarded to Harbin Electric Corporation (Harbin, Heilongjiang). According to the schedule, both units of the project will be commissioned in late 2015.
