Enterprise Products Helps Lead Mont Belvieu, Texas, to $3 Billion in First-Half 2018 Project Starts, Completions

Researched by Industrial Info Resources (Sugar Land, Texas)--Mont Belvieu, Texas, located about 30 miles east of Houston, has become one of the major centers in Texas for natural gas liquids (NGL) fractionation . With continued growth in NGL production from the Eagle Ford Shale, Permian Basin and other areas, the need for additional processing infrastructure grows, and Mont Belvieu has become a hub of project activity. Industrial Info is tracking more than $3 billion in Mont Belvieu that are set to start or be wrapped up in the first half of this year, as well as a $1 billion-plus NGL pipeline leading to Mont Belvieu.

Enterprise Products Partners LP (NYSE:EPD) (Houston) is one of the leading spenders in the city. Among the company's top projects is an iso-butane dehydrogenation (IBDH) unit being constructed on a 17-acre site next to Enterprise's propane dehydrogenation unit. The facility will use Honeywell UOP's (Des Plaines, Iowa) C4 Oleflex Technology to produce 425,000 metric tons per year of isobutylene. Construction is in the early stages and is expected to be completed by the end of 2019. The project has an estimated total investment value (TIV) of $1 billion. Among Enterprise's other projects is the addition of a ninth NGL fractionation train at its fractionation complex in Mont Belvieu. The 85,000-barrel-per-day (BBL/d) unit will increase total plant capacity to 685,000 BBL/d to accommodate growing NGL volumes from the Eagle Ford and Permian. S&B Engineers and Constructors Limited (Houston) is managing the project, which has an estimated $500 million TIV. Targa Resources Corporation (NYSE:TRGP) (Houston) is adding a sixth NGL fractionation train to its facility in Mont Belvieu. The train will produce 100,000 BBL/d of high-purity butane, propane, ethane and other liquids. Construction on the $350 million project is expected to kick off in the second quarter of this year and be completed in early 2019. Targa also is responsible for one of the largest projects involving Mont Belvieu: the Grand Prix NGL Pipeline. The project was originally slated to carry 300,000 BBL/d (expandable to 550,000 BBL/d) of Y-grade NGL from the Permian Basin to Mont Belvieu. However, Targa recently announced it would extend to the pipeline into southern Oklahoma, where the company has existing and planned processing plants. Among the other companies with projects planned in Mont Belvieu is ONEOK Incorporated (NYSE:OKE) (Tulsa, Oklahoma). The company plans to add a 125,000-BBL/d fractionator to its existing 150,000-BBL/d plant to extract NGL from increased wet natural gas production from the Cana-Woodford Shale in Oklahoma and the Eagle Ford. Construction on the $575 million project is planned to kick off in the second quarter of this year and be completed in early 2020. Energy Transfer Partners LP (NYSE:ETP) (Dallas, Texas) also is joining in on the Mont Belvieu activity. The company is constructing a sixth NGL fractionation train at its 600,000-BBL/d complex to boost capacity to 740,000 BBL/d. Construction is at an early stage and is expected to be completed in the second quarter of 2019. S&B Engineers is performing EPC on the project.
