Boardwalk 50% Complete on Freeport LNG Gas Feed

Researched by Industrial Info Resources (Sugar Land, Texas)--Boardwalk Pipeline Partners LP (NYSE:BWP) (Houston, Texas) reports that all is going well with its backlog of capital and maintenance projects. "We invested $169 million in capital in the second quarter, comprised of $149 million in growth capital and $20 million in maintenance capital," said Jamie Buskill, Boardwalk's chief financial and administrative officer in the company's earnings conference call. "For 2017, we are forecasting total capital expenditures of approximately $790 million: $650 million growth capital and $140 million in maintenance capital."
"Construction of our growth projects is proceeding as planned," said Boardwalk Chief Executive Officer Stan Horton. "The largest is our Coastal Bend Header project that will provide 1.4 billion cubic feet a day of natural gas pipeline capacity to serve the Freeport LNG export facility. Construction of the 66-mile header pipeline is approximately 50% complete, and construction of two of the four new compressor stations is under way."
The Freeport LNG plant is being constructed on Quintana Island in Texas. Construction on the first 4.6 million-ton-per-year liquefied natural gas (LNG) train began in 2014, followed by a second and third train in subsequent years. Construction of a fourth train is awaiting approval from the U.S. Federal Energy Regulatory Commission (FERC). The project also will include an 87-megawatt natural gas-fired power unit. Construction on Boardwalk's $415 million Coastal Bend Header project, which will feed the Freeport LNG plant, began earlier this year and is expected to be completed in the fourth quarter. The 36-inch-diameter pipeline will obtain gas from an interconnect with the Tennessee Gas Pipeline northwest of Wharton County, Texas, to feed the plant. Horton also spoke of the other projects belonging to Boardwalk subsidiary Gulf South Pipeline Company LP. "We are also proceeding with our two Gulf South projects in Louisiana that will provide firm transportation service to new power plant customers through the addition of compression and short laterals," said Horton. "The first of these projects will provide approximately 133,000 MMBtu [million British thermal units] of firm transportation service and is expected to be placed in service in 2018, pending FERC and other approvals." The project, located between St. Charles and St. John the Baptist parishes in Louisiana, includes adding a grassroot natural gas compressor station and approximately 900 feet of 16-inch-diameter pipeline on Gulf South's existing 24-inch Index 270 pipeline system. The $40 million project is planned to kick off in the fourth quarter of this year and be completed in third-quarter 2018. For more information, see Industrial Info's project report.
Among the company's other projects being tracked by Industrial Info is the conversion of a storage cavern from natural gas to natural gas liquids (NGL) in Choctaw, Louisiana. The project involves converting a 6.67 billion-cubic-foot natural gas storage cavern to store NGL.
