Cinergy Eyes Edwardsport, Indiana, as Potential Site for Integrated Gasification Combined-Cycle Plant

Cinergy Corporation (NYSE:CIN) (Cincinnati, Ohio) has targeted its existing Edwardsport Plant as a leading site for construction of a new power plant. The company is considering at least two alternate sites in Indiana for the possible construction of a 500-megawatt (MW) Integrated Gasification Combined Cycle (IGCC) power plant. Cinergy has indicated that it has no plans to build the plant in Ohio, because under the state's deregulation law, it has no means of recovering costs. The plant will gasify coal in order to provide synthetic gas to fuel combustion turbine generators. Each combustion turbine will be fitted with heat recovery steam generators (HRSG) to capture waste heat and generate steam to drive a steam turbine generator set.
Earlier this year, Cinergy announced that it had signed a letter of intent with Bechtel Power Corporation (San Francisco, California) and GE Energy (Atlanta, Georgia) to study the feasibility of building a new IGCC Plant. Bechtel is experienced in designing and constructing IGCC plants. GE recently purchased ChevronTexaco's gasification technology. GE is also a leading supplier of gas turbines for IGCC applications. The two firms have teamed on a number of IGCC projects, including the 100MW Coolwater plant owned by Texaco Cogeneration and Power, in California. Coolwater began commercial operation in 1984 (closed in 2001) and was home to a single GE MS6001FA combustion turbine generator set. Also, these firms were involved in the construction of a 250MW IGCC unit at Tampa Electric's Polk Power Station. The unit began commercial operation in 1996 and consists of a gasified petroleum coke and fuel oil-fired 170MW GE MS7001FA combustion turbine generator set, heat recovery steam generator, and a GE D11 steam turbine generator.
