Consultants Awarded for $150 Million Rapid Transit System Planned for Michigan

Southeastern Michigan Council of Governments General Assembly (SEMCOG) has awarded the consultant services contract to a joint venture of Parson Transportation Group (Baltimore, Maryland) and Parsons Brinckerhoff (Detroit, Michigan) to perform the alternative analysis & environmental impact studies (EIS) for a proposed $150 million rapid transit system in Ann Arbor, Michigan.

The alternative analysis study will determine which route would be more cost effective based on an assessment of transit needs. The preliminary build alternatives for transit modes include bus rapid transit (BRT), light rail transit (LRT) and commuter rail transit (CRT). The alternative analysis study will include a five to ten-mile corridor for the best routing alternative for the modes of transit being studied. Once a particular mode has been selected and a preferred route has been selected, SEMCOG can proceed to design the 50-mile long transit system, which will include a minimum of twelve stations. The corridor being studied extends from Ann Arbor, Michigan to downtown Detroit and includes the Metro Airport Area.

SEMCOG expects to complete the alternative analysis study and environmental impact study in late spring of 2007, and shortly after will go out for a design/build firm in the early summer of 2007. SEMCOG expects to submit for FTA approval around the fall of 2007 or early spring 2008. Construction is anticipated to begin in the late spring of 2008, with overall completion slated for 2010.

SEMCOG was established in 1968 in Southeast Michigan as a regional planning partnership that encompasses Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw and Wayne counties. The assembly supports local government planning in the areas of community and economic development, education, environment and transportation. It also supports local planning through its technical data and intergovernmental resources while making the transportation system more safe and efficient and spurring economic development.
