Design for the Million Ton Ethylene Project in Tianjin Selected

China Petroleum and Chemical Corporation’s (Sinopec) Tianjin Company announced that the overall design plan for the million ton per annum ethylene project and its auxiliary projects by Sinopec Tianjin has obtained approval from Sinopec’s headquarters in Beijing. This has paved way for the infrastructure design from now on and also signals that the million ton ethylene project in Tianjin has entered into a formal implementation stage.

According to Xu Hongxing, General Manager at Sinopec Tianjin, the construction schedule for the ethylene project is to start trial production in September 2009. The total investment into the project is $3.5 billion. The project takes up an area of 455.12 hectares and will have three components of ethylene production, oil refining and thermal power.

The foundation was laid and the construction of the project was started on June 26, 2006. Upon its completion in 2009, the one time oil refining capacity at Sinopec Tianjin will reach 15 million tons per year; annual ethylene production capacity will reach 1.2 million tons per year. This means, every year, Sinopec Tianjin will supply the market with 5.87 million tons of high quality refined oil, 3.2 million tons of ethylene, 1.5 million tons of synthetic resin and 750, 000 tons of liquefied gas and other raw materials for petrochemical industry.

Since the start of the ethylene project in Tianjin, it has attracted a number of upstream and downstream industries to set up production and service bases around it. Therefore, the Tianjin Dagang area is already looking to build a full-fledged petrochemical industrial park covering 55 square kilometers. It is expected that the Dagang area in Tianjin will become a fully functional petrochemical production and trading center.

In an effort to best serve the ethylene project, the Tianjin Port will also undergo considerable upgrading in the near future. It just signed a $39 million equipment purchase contract for buying loading equipments to bring Tianjin Port up to a capacity of handling 300, 000 tons of crude oil. The estimated annual crude oil import via Tianjin Port will be 20 million tons. The major facilities at the 300,000 ton port will include four DN400 oil transfer arms and two unloading pipes of 1.5 kilometers in diameter. Upon completion, the ship unloading rate at this port will be 8000-12000 cubic meters per hour.
