Frontier Oil Changes Power Plant Status and Gears Up for $80 Million Environmental Upgrade

Frontier El Dorado Refining Company, a subsidiary of Frontier Oil Corporation (NYSE:FTO) (Houston, Texas) is currently negotiating with Westar Energy (NYSE:WR) (Topeka, Kansas), the largest electric energy provider in Kansas, to switch its baseload power generation plant to peaking load status. The power plant is located at Frontier’s 110,000 barrel per day El Dorado, Kansas, refinery. The power plant, due to its small size, is just simply not economically feasible to continue to operate in today’s market.

The $80 million coke gasification-fired power plant was commissioned in 1996, when Texaco Refining and Marketing owned and operated the refinery. The process gasifies 170 tons per day of petroleum coke and other low value refinery by-products to produce a syngas. This gas is then fed to a combustion turbine, which produces about 40MW of electricity. Exhaust from the turbine is routed to a heat recovery steam generator (HRSG), to produce 180,000 lbs/hr of steam.

Frontier El Dorado Refining Company is planning to spend more than $80 million on ultra low sulfur diesel (USLD) projects, which have been approved and will begin construction Spring 2005. Industrialinfo.com has been tracking these projects since August 2002.

The El Dorado refinery was commissioned in 1917 by Midland Refining Company. Several ownership changes occurred over the years, and on November 17, 1999, the sale of the refinery and connected truck loading facility to Frontier Oil Corporation was completed. The refinery sits on over 1,100 acres, employs over 400 and produces, on as daily basis, 60,000 barrels of gasoline, 40,000 barrels of distillate fuels, 900 tons of petroleum coke, and 175 tons of elemental sulfur.
