Texas Prohibits Fracking Bans by Cities
- Texas governor Greg Abbott has signed into law a bill prohibiting cities and towns from banning fracking, giving the state authority over oil and gas regulation.

Offshore Rigs Idled - Cochon Properties LLC (Houston, Texas) plans to decommission its West Delta 44-D offshore production platform, as well as several platforms in the West Delta 30 offshore production field, by the end of the year. Offshore driller Transocean LTD (NYSE:RIG) (Zug, Switzerland) has idled three more rigs, bringing the company's total number of out-of-work units to 14. The rigs were located off the coasts of Malaysia, South Africa and Angola.

British Columbia Signs Agreement for Pacific NorthWest LNG
- The government of British Columbia has signed a memorandum of understanding regarding taxes and royalties with developers of the $30 billion Pacific NorthWest LNG project in British Columbia, which is majority-owned by Malaysia's Petroliam Nasional Bhd. (Petronas).

BHP Lowers Priority of Australia LNG Project - BHP Billiton's petroleum president Tim Cutt says that the company is lowering the priority of its Scarborough LNG project with Exxon in Australia following a plunge in LNG prices.

PIPELINES
Crude Oil Pipeline Ruptures in California
- On May 19, a crude oil pipeline owned by Plains All American Pipeline LP (NYSE:PAA) (Houston, Texas) ruptured near Santa Barbara, California, spilling up to 105,000 barrels of oil, with an estimated 21,000 entering the Pacific Ocean.

More Pipelines Planned to Bring Gas from Marcellus, Utica Shales to Market- Low natural gas prices don't appear to be hurting natural gas production in the Marcellus and Utica shales, according to the latest data from the U.S. Energy Information Administration (EIA) (Washington, D.C.). And pipeline developers have proposed billions of dollars of projects to transport that gas from West Virginia, Pennsylvania and eastern Ohio to demand centers located north, south, east and west of those states.

REFINING
Marathon's Galveston Refinery Workers Reject Latest Offer
- At Marathon Petroleum Corporation's (NYSE:MPC) Galveston Bay Refinery, represented by the United Steelworkers union, have been on strike since Feb. 1 and on May 18 voted overwhelmingly to reject Marathon's latest contract offer.

POWER
Duke Energy Announces New Coal-to-Gas Conversion
- Duke Energy Corporation (NYSE:DUK) (Charlotte, North Carolina) says that it will spend $1.1 billion to shut down a 376-megawatt (MW) coal-fired power plant in Asheville, North Carolina, and replace it with a 650-MW natural gas-fired plant.

Moorside Nuclear Plant Consultations Begin - Public consultations have begun in the U.K. on the proposed Moorside power project, which will be Europe's largest new nuclear plant when commissioned in 2024. The facility will have three reactors with a total generating capacity of 3,400 MW.

Poland: No New Coal-Fired Power Plants - Poland, Europe's most coal-reliant nation, has said it will not build any more coal-fired power plants. The country will instead commit to phasing out its oldest plants, while focusing future investments on making the rest of the fleet more efficient and lowering emissions. Poland relies on coal for about 85% of its electricity.
