Optimism misplaced? OilPrice reports, "When looking at the foggy picture currently being painted by the news, publications, and facts on the ground, the only real conclusion that can be drawn is that the ongoing price rally is not yet based on market fundamentals. The ongoing demand hike, as shown by some analysis in Asia, is not based on recovering demand of consumers or industry, but largely caused by refinery runs that are taking advantage of the relatively low oil prices."

And recently written in the Houston Chronicle, "This week the market pushed through a 3 1/2 month high, and then all the sudden reporting about new cases seemed to break the back of the rally," said Gene McGillian, vice president of research at Tradition Energy. "We have record amounts of oil and fuel in storage and still uncertainty about demand going forward."

So seems reality is setting in, forcing the recent market rally to pause with prices even pulling back from $40. As market participants assimilate the news and fundamentals. What it all means. The only thing known for certain is uncertainty reigns.

Petroleum Refining Highlights
June 26, 2020 PBF restarted its 55,000-barrel-per-day (BBL/d) Crude 6 at its 165,000-BBL/d Paulsboro, New Jersey Refinery after it was shut for planned maintenance on April 1. Previously, the unit had been scheduled to restart April 30, but the shutdown was extended due to COVID-19. Additionally, the 55,000-BBL/d FCCU and 27,000-BBL/d Coker remain offline due to falling auto fuel demand.

June 26, 2020 Pemex TRI is maintaining the shutdown of the 165,000-BBL/d Combinada Primaria 2 (Crude 2) and 40,000-BBL/d FCCU 2 units at its 315,000-BBL/d Miguel Hidalgo (Tula De Allende), Mexico refinery. Following several restart postponements, the units, which have been under planned repairs since November 2019, are now expected to be back in operation by mid-July. Pemex indicates the 2020 refinery turnaround program, which includes the 25,000-BBL/d HDS Unit 400-1 (Naphtha), 30,000-BBL/d Reformer Unit 500-1 (CCR), 36,500-BBL/d Unit 600-1 (LPG Splitter), 25,000-BBL/d HDD 5 (Diesel Hydrotreater 5), SRU 5 (Train 1), among other units, remains valid; however, no precise kickoff dates have been decided upon.

The turnaround that was previously reported to begin July has been tentatively postponed until September. The refinery is running its 150,000-BBL/d Primaria 1 (Crude 1) at 110 BBL/d while the remaining units are running at approximately 35% of normal capacity.

June 26, 2020 IIR has confirmed that Petrobras has again rescheduled a 30-day major turnaround that was initially set for May at its 189,000-BBL/d Refap, Brazil refinery. The major turnaround includes the 94,000-BBL/d Crude 2, 40,000-BBL/d RCCU, 31,450-BBL/d Cracked Naphtha HDS and associated units. The turnaround was postponed by one month; however, due to COVID-19, the event has been further delayed and a new date has not been set yet. The refinery has been processing at 60% since March 30 due to COVID-19.

June 26, 2020 Indian Oil Corporation Limited (IOCL), on June 20 restarted the 10,000-BBL/d DCU 2 and resumed full throughput of the 10,000 DCU 1, 36,660-BBL/d DHT 1, 3,200-BBL/d NHT 1, 4,600-BBL/d Reformer and 3,000-BBL/d Isomerization units at its 54,000-BBL/d Bongaigaon Refinery, India. Previously, DCU 1 and DCU 2 were forced to shut down due to power failure on June 6, while DCU 1 was restarted on June 13 at a 12% derate. As a result, the refinery was operating at 76%.

June 26, 2020 IIR has confirmed that Kuibyshev Refinery OJSC has rescheduled the completion of a planned plant-wide maintenance turnaround at its 145,900-BBL/d Kuibyshev Refinery in Russia. The refinery has been shut down since mid-April. Completion was previously scheduled for late June, but was rescheduled to early July.

June 26, 2020 National Petroleum Refiners (NATREF) of South Africa (Pty) Limited, on June 20 restarted the 16,000-BBL/d Residual Crude Desulfurizer Unit (RCD), 30,200-BBL/d Diesel Hydrotreater, 22,600-BBL/d FCCU, 3,900-BBL/d HF Alkylation Unit, 3,600-BBL/d Isomerization Unit, 20,000-BBL/d Naphtha Hydrotreater and 13,000-BBL/d Hydrocracker at its 108,500-BBL/d Natref Refinery. The 14,500-BBL/d Reformer restarted on June 24 and the lone Crude Distillation Unit was restarted on June 16. The refinery was forced to shut down on April 13 due to low demand as a result of the pandemic.
