PIPELINES
U.S. Judge Blocks Michigan from Shutting Down Line 5 Oil Pipelines
- A U.S. judge on Wednesday blocked Michigan from enforcing a 2020 order to shut down Enbridge's (Calgary, Alberta) Line 5 oil pipeline running beneath the channel linking Lake Michigan and Lake Huron, ruling that pipeline safety is a federal responsibility. The decision comes five years after Michigan Governor Gretchen Whitmer revoked an easement allowing Enbridge to operate a four-mile stretch of pipeline underneath the Straits of Mackinac, citing risks to the environment in the event of a spill. Enbridge has been fighting the Michigan decision in court. The 72-year-old, 540,000-barrel-per-day pipeline, which ships crude oil and refined products from Superior, Wisconsin, to Sarnia, Ontario, has continued to operate throughout the dispute. (Reuters)

Canada Releases New Oil & Gas Methane Emissions Targets
- Canada announced long-promised rules on Tuesday aimed at dramatically reducing methane emissions from the country's oil and gas sector. The regulations lay out a path for Canada--the world's fourth-largest oil producer--to cut its overall emissions of the potent greenhouse gas by 75% over 2014 levels by 2035. Oil and gas facilities are responsible for about half of Canada's total methane emissions, according to the government. The new rules, which will take effect in 2028, prohibit venting with several exceptions and establish an inspection schedule for companies to find equipment leaks and repair them. (Reuters)

U.S. to Allow Sales from Russia's Sakhlin-2 Plant into June
- On Wednesday, The U.S. extended a waiver allowing oil sales from Russia's Sakhalin-2 project through June 18 next year, a move that likely allows production of liquefied natural gas (LNG) from the project to continue. The general license, issued by the U.S. Treasury Department, is important for U.S. ally Japan, which gets about 9% of its LNG from Russia. The license allowing transactions with Sakhalin-2 is a waiver to sanctions that had been imposed on the project by former President Joe Biden in 2022 over Russia's full-scale invasion of Ukraine.
