New LNG Storage Terminal Planned for Vancouver Island

Terasen Incorporated (TSX:TER) (Vancouver BC) subsidiary, Terasen Gas (Vancouver BC) is in the early planning phase to construct a new LNG storage facility near Whistler on Vancouver Island in British Columbia, Canada (PEC 57000509). The proposed $45 million plus facility would have liquefaction and storage capacity of one Bcf of natural gas in a super cooled (-162 degrees Celsius) liquid state stored in a single 150 foot high by 100 foot across double walled insulated storage tank.

Terasen Gas states that the new facility would delay the need to construct an additional pipeline on their Vancouver Island / Whistler pipeline system for quite some time. The LNG project will utilize the excess capacity on the line during the majority of the year and then supply peak shaving services during the peak demand times of the year. Terasen expects to select a 20-200 acre site depending on design conditions during the first quarter of 2004 and begin permitting shortly thereafter.

All things considered, Terasen is scheduled to select an E+P+C contractor in the first quarter of 2005, with construction following that summer and an in-service date in early 2007. The Vancouver Island/Whistler pipeline serves the needs of over 70,000 homes and businesses including seven pulp mills.
